The situation
Field teams were asking head office the same question and the answer came back about a day later. The knowledge existed; it was not findable.
The work
We first measured which questions actually repeated, then built a narrow surface that answered only those. The scope was kept deliberately small: a search nobody uses costs more than no search at all.

The client supplied the sources and the access policy; we built the access model, the interface, and the measurement setup. Accuracy and freshness of the content stayed with the client.
